- Applicant must be a full-time student at Arkansas State University - Jonesboro.
- Applicant must be a student born in Arkansas or educated in Arkansas public schools.
- First preference for Elementary Education award is given to a graduate of Trumann High School in Trumann, AR.
- Financial Aid is considered when choosing recipient.

DR. CARL R. RENG MEMORIAL SCHOLARSHIP
Qualifications for Receiving Scholarship
- Applicant must have been admitted to the Graduate School and be pursuing a degree in Educational Administration.
- Applicant must be enrolled in at least six (6) graduate hours during the semester in which the award is received.
- Applicant entering the program must have a minimum 3.0 GPA.
- Applicant already in the program must have a minimum 3.25 GPA in their graduate studies.
- Applicant must demonstrate promise and show commitment to a career in Educational Administration.
- If all qualifications are equal, consideration shall be given to financial need.
Selection Information
- Recipient selected for Fall award may be renewed for Spring term if they continue to meet criteria.
- Selection is made by a committee consisting of the Dean of the College of Education, the Chair of the Department of Educational Leadership, Curriculum, & Special Education, and at least two (2) faculty members from the department.

DRS. RANDY AND CAROL HAM MEMORIAL SCHOLARSHIP
Qualifications for Receiving Scholarship
- Applicant must be a full-time or part-time graduate student working toward the master's degree in secondary principalship.
- Applicant should demonstrate outstanding academic work, dedication to a career as a secondary principal, need for financial assistance, and commitment to improving education opportunities in the Delta region.
- Preference will be given to minority students with a demonstrated financial need who
plan to remain and teach in the Arkansas Delta area.
Selection Information
- Selection is made by a committee consisting of the Dean of the College of Education, the Chair of the Department of Educational Leadership, Curriculum, & Special Education, and at least two (2) faculty members from the department. Members of the Ham family will be notified of selected recipient prior to offering the award to a recipient.

Governance of professional education at Arkansas State University is determined by the:
- Standards established by CAEP
- Established university structures as defined in the Faculty Handbook
- Policies and procedures as established by the Professional Education Unit, including COPE
- Desire to create a community of educators who are responsible to the students, the public, and to each other to ensure the quality of future educators and education
Act 1063 of 2017, the Right to Read Act, states: “Beginning no later than the 2022-2023
school year, each state-approved educator preparation program shall post on its website
information describing its program to prepare teachers to teach reading using scientific
reading instruction aligned with but not limited to the content measured by the stand-alone
reading assessment adopted by the
State Board of Education under § 6-17-402.”
Candidates enrolled in Elementary Education K-6 and Special Education K-12 programs must complete coursework and pass the Foundations of Reading test to be considered proficient in scientific reading instruction to obtain a license.
Candidates enrolled in all other licensure area programs must complete the coursework to be considered awareness level in scientific reading instruction to obtain a license.
In 2019, the Division of Elementary and Secondary Education approved Arkansas State University pathways to meet this requirement. The pathways are aligned to the appropriate Foundations of Reading Competencies – Proficiency Level or Foundations of Reading Competencies – Awareness Level.
